SFRS appoints officer to head North service delivery

Former Area Co-ordinator, Andy Coueslant, has been named as the Scottish Fire and Rescue Service’s new Deputy Assistant Chief Officer and Head of Service Delivery in the north of Scotland.

In 2014 the Scottish Fire and Rescue Service devised a new, streamlined management structure across Scotland with the creation of three new Deputy Assistant Chief Officer (DACO) posts.

After achieving success during the selection process stage, Andy was appointed as the new DACO for the North SDA, a post which also makes him Head of Service Delivery in the North.

His role is to support the Director of Service Delivery for Scotland, Assistant Chief Officer Dave Boyle, in the delivery of fire and rescue services in the north of Scotland, which takes in the legacy Grampian, Highlands and Islands and Tayside areas.

His role will also involve supporting the Director in the implementation of strategic objectives and play a leadership role as a member of the Service Delivery Management Team.

He will be responsible for planning, managing and delivering prevention and response services with a focus on continual improvement in performance, efficiency and financial management.

Andy’s job will also involve ensuring compliance with regulations and law, effective change management and service transformation, innovation and good practice, partnership working and positive employee relations and SFRS governance arrangement.

He may also be mobilised to operational incidents to perform a strategic incident command function in a role commensurate with that of a Gold/Strategic Commander.

Andy said: “I am immensely excited to be starting in this role and very much look forward to working with the teams already in place and our partners to improve the safety and wellbeing of all communities in the north of Scotland.”

Andy joined Grampian Fire and Rescue Service in 1986 and has operated in most areas of the fire service including: operations; community fire safety; training and service support.

In June 2008 Andy took up the position of Head of Operations at GFRS, a post he held until December 2011.

During his tenure he dealt with a large number of high profile incidents including wide area flooding across the north, spate wildfires and more recently the serious fires at the beach esplanade and Cornhill Hospital in Aberdeen.

His more recent responsibilities included leading on resilience and service continuity matters.
